Toowoomba Second Range Crossing (TSRC) is a 41km long toll road that will pass Toowoomba on its northern side, linking the Warrego Highway at Helidon Spa in the east and the Gore Highway at Athol in the west. The project will be a safer and faster link in the National Land Transport Network, providing commercial vehicles with an alternative crossing of the Toowoomba Range to improve freight efficiency and driver safety. Benefits from the project will see 18 sets of traffic lights through Toowoomba bypassed, reduce travel time up to 40mins, improved freight efficiency by reducing 80% of heavy and super heavy commercial vehicles away from the existing Toowoomba CBD.

Services Provided

North was engaged to provide Lenders’ Technical Advisory Services and deliver a comprehensive technical due diligence report to support the refinancing of senior debt for the Toowoomba Second Range Crossing Project.

As a Public Private Partnership (PPP), Nexus Infrastructure Pty Ltd was established as the Special Purpose Vehicle responsible for the design, construction, financing, operation, and maintenance of the road.

North undertook a detailed review of the project’s remaining construction scope, ongoing operations and maintenance activities, and its pathway to completion. Our team conducted site inspections and interviews with Project Co, the D&C Contractor, O&M Contractor, and Independent Reviewer to inform a robust technical assessment.

The resulting Technical Due Diligence report provided lenders with a clear understanding of project risks and performance, enabling Nexus to successfully complete the senior debt refinancing within a tight two-month timeframe.

North continues to support this project through the provision of monthly status reports to lenders, ensuring confidence and transparency through to project completion.
