Colin is a senior infrastructure advisor with over 16 years’ experience across transport, utilities, and major infrastructure projects across Australia, New Zealand, Africa, and Southeast Asia. He specialises in Public-Private Partnerships (PPPs), Lenders Technical Advisory, and independent technical assurance, supporting financiers, sponsors, equity investors, contractors, government and private clients on complex, large-scale transactions and operational assets.
Colin has played key roles across multiple PPP engagements, providing technical due diligence, risk-allocation advice, and performance-regime assessments for major transport, corrections and schools PPP projects. His experience primarily includes serving as Lenders’ Technical Adviser on major PPP transactions and delivering independent technical / audit reviews for private and government clients. He is recognised for providing clear, commercially focused advice that supports investment decisions and project bankability.
In addition to his advisory work, Colin brings strong delivery experience as a project/design manager across major road asset management contracts, pavement rehabilitation programs, and aviation infrastructure projects. As a Certified Asset Management Assessor, he integrates lifecycle asset management principles into project delivery, ensuring optimal whole-of-life outcomes across cost, performance, and risk.
