The WA Schools PPP Project was Western Australia’s first schools PPP and required an accelerated program, with the first four primary schools delivered within 14 months. The project involves the construction of four primary schools and four secondary schools, with the secondary schools delivered in seven stages across four sites over a five-year period. Delivering this program requires coordinated management of key stakeholders, including the WA Government, the Department of Education, the Project Co joint venture and the D&C joint venture contractor.
Services Provided
North’s role was to ensure that each school was delivered on time and to the quality standards set by the Department of Education. Appointed as the Independent Certifier by both the WA State Government and EduWest—the consortium responsible for delivering and maintaining the schools for 25 years—we provided independent oversight across design, construction and operational readiness.
We closely monitored risks between sectional design completion and key build milestones, working collaboratively with all parties to ensure clear expectations and minimise delays. By working flexibly with the contractor, we enabled timely, efficient inspections across the four primary schools, supporting smooth progress and effective use of resources.
North also undertook proactive reviews of operational readiness plans, offering practical guidance to the FM contractor to ensure the plans were robust, compliant and fit for purpose. Our involvement strengthened confidence in delivery, performance and readiness across the entire program.
