The Antarctic Infrastructure Renewal Program (AIRP) is a landmark initiative by the Department of Climate Change, Energy, Environment and Water (DCCEEW), delivered through the Australian Antarctic Division (AAD). Over the next decade, this significant investment will transform Australia’s Antarctic research network—redeveloping and upgrading critical infrastructure to strengthen operational capability and advance world-leading scientific research aligned with national priorities.
The first phase, the Davis Critical Infrastructure Works (DCIW), is being delivered under a Program Alliance model in line with the National Alliance Contracting Guidelines. A two-stage procurement process was undertaken to identify and engage delivery partners to form the Alliance with AAD.
Services Provided
North was engaged by the Australian Antarctic Division (AAD) as Independent Estimator during the Request for Proposal phase of the Davis Critical Infrastructure Works (DCIW). Two North estimators were embedded within shortlisted bid teams, independently reviewing cost build-ups, risk data, and pricing methodologies. Oversight from a Comparison Estimator ensured transparent coordination and reporting to AAD. North’s independent assessment provided clarity and confidence in evaluating proposals, ensuring consistency with AIRP governance.
North supported efficient contract execution, PWC endorsement, and legislative compliance—demonstrating our capability to guide complex, high-value programs in challenging and regulated project environments.
