Services Provided

As Completions Manager and Completions Engineer, North oversaw the end to end delivery of the projects completion phase ensuring compliance with the Principal Agreement. Our scope encompasses both technical quality assurance and complex PPP-specific commercial obligations, including environmental and stakeholder approvals, transfer of responsibilities, and the seamless handover from Construction to Operations & Maintenance.

Upon engagement, North inherited three years of legacy documentation, much of which had not been accepted by the Independent Reviewer. Given the project’s scale, the volume of completion documentation was extensive—yet largely unreliable and ultimately unusable.

In response, North designed and implemented a bespoke, performance-driven system to manage and measure all Completion requirements in strict accordance with the Contract. This system enables real-time reporting and transparent progress tracking across all facets of project completion.
