Services Provided
North Projects is delivering the Independent Evaluation for Proponent submissions on the DSC Rail Project Stage 1, which includes two packages—Greenfield and Brownfield—with two tenderers on each (four Proponents in total). The team were embedded within each Proponent’s Design & Construct tender team, acting as TMR’s Independent Embedded Estimators.
Our work included completing detailed assessment of all submissions, capital cost estimation, planning and program analysis, risk reviews, and tender evaluation. This stage involves thorough normalisation and risk-adjustment to ensure a fair, transparent comparison across Proponents.
North Projects will continue to support Stage 2, again serving as TMR’s embedded estimators throughout the next tender review phase.
