Following the significant flooding events of February and March 2022, the Lismore Flood Restoration Project was established. This program of work included over 124 sites, spanning roads, bridges, culverts, slope stabilisation works, and the rehabilitation or relocation of essential utilities.

Services Provided

To support funding submissions under the NSW Disaster Assistance Guidelines and the Disaster Recovery Funding Arrangements, North Projects was engaged by GHD to prepare detailed cost estimates and assess constructability for restoring essential public assets to pre-disaster condition. Using a first principles approach, North developed site-specific P50 and P90 probabilistic estimates at both concept and detailed design stages, incorporating direct and indirect costs within a Managing Contractor model and producing a consolidated total outturn cost. Despite the complexity and variability across sites, North delivered accurate, strategic-level estimates that informed effective decision-making for Transport for NSW.

North was subsequently engaged directly by Lismore City Council to provide an independent review of contractor estimates and evaluate risk models throughout procurement, supporting the assessment and selection of contractors for the various work packages.
