NZTA were establishing a panel of professional cost consultancy services to support cost estimation and assurance across a wide range of infrastructure projects. This panel provides independent expertise, including peer reviews of cost estimates, parallel estimates for project budgets, and advisory services for risk and value assessments. The selected panel members play a crucial role in ensuring NZTA’s projects meet high standards of accuracy, efficiency, and value for money.
These services support NZTA’s growing pipeline of capital projects, including the Roads of National Significance (RONS) and other regional infrastructure developments. The panel will be structured to accommodate projects of various sizes and complexities, enabling both experienced firms and emerging consultants to contribute to New Zealand’s critical infrastructure.
Services Provided
As the appointed cost consultant, North has supported NZTA across the Mount Messenger, Tākitimu North Link and Auckland Waitematā Harbour Crossing projects, providing comprehensive advisory through the Project Development (PBE/IBE/DBE) and Pre-Implementation (PE1/PE2) phases. Our team facilitated workshops with project teams and design consultants to clarify scope, assess design maturity, identify risks and explore procurement pathways. We reviewed all available project data, established required output formats, and defined coding structures including WBS, CBS and codes of account, while also contributing to the financial model and preparing a detailed estimating plan.
During the Implementation Phase (IE), we prepared a first principles estimate based on the developed BOQ, covering direct job costs, plant and equipment, labour, indirect costs, and site establishment. We accounted for undefined or insufficiently detailed scope items and applied first principles methodology to preliminaries and general items. Contingency and risk assessments were reviewed and updated, and all deliverables were refined for the IE submission, including reconciliation and Peer Review/Parallel Estimate processes.
