The Papua New Guinea (PNG) Government has committed to a magnificent 20-year infrastructure plan to upgrade and expand over 16,000 kilometres of critical road corridors between 2020 and 2040. The initiative aims to improve national connectivity by linking major towns and cities, enhancing access between key economic and geographic regions, and stimulating sustainable economic growth.

The Connect PNG Program represents a transformative effort to unlock the country’s full potential through the creation of resilient, inclusive, and sustainable transport networks. By linking isolated rural communities to urban and economic centres, the program addresses long-standing infrastructure gaps that have limited access to essential services, markets, and opportunities.

Services Provided

The Government of Papua New Guinea commissioned a Special Audit of the Connect PNG Program to ensure transparency, accountability, and integrity in the use of public funds for major national infrastructure. The audit required independent confirmation that road and bridge projects were being delivered efficiently, met approved design requirements, and represented value for money.

hrough the Implementation Phase (IE), we developed a first principles estimate based on the refined BOQ, covering direct works, plant and equipment, labour, indirect costs and site establishment. We addressed undefined or partially developed scope items and applied first principles methodologies to preliminaries and general items. Contingency and risk assessments were updated, and all deliverables were refined for the IE submission — including reconciliation processes and Peer Review/Parallel Estimate requirements.
